The R.E.P.A.I.R. Bill passed both houses of human government unanimously in the Stellar Year 250. In addition to the authorization of the new military arm and its funding, the R.E.P.A.I.R. Bill contained numerous new laws authorizing REPAIR personnel to conscript any human with acceptable affinity for their nanomachines and augmentation procedures. REPAIR is generally authorized to operate above many human laws, and reports only to the Commander-in-Chief of the United Operations Forces.
